2023 Legislative Platform
Championing Pro-Voter Policies in 2023
Over the years, we’ve made Oregon the #1 easiest state to vote in, brought our state’s voter registration rate to over 93%, and expanded who is eligible to register. We’ve been at the frontline for passing pro-voter policies, with many of our wins moving “the middle” on voting rights so that policies that were once longshots move to the top of the agenda across the nation. Well, we’re back at it again in 2023 with youth leading the way! Check out our Legislative Agenda for the 2023 state legislative session.
This session we’re pushing to guarantee voting rights for all incarcerated Oregonians, expand access to voter registration, implement ranked choice voting statewide, create more equitable workgroups, and so much more.
2023 Legislative Priorities

Guaranteeing the Right to Vote
SB 579
The right to vote is enshrined in our constitution and fundamental to a vibrant and participatory democracy. Yet, around 12,000 people in Oregon are currently denied their right to vote, leading to low-income, Black, Indigenous, and Latine people being disproportionately disenfranchised. Guaranteeing the Right to Vote fulfills the promise of our democracy while improving public safety, and addressing racial and socioeconomic inequities.

Automatic Voter Registration Modernization
House Bill 2107
Despite Oregon’s success with DMV-based AVR, a significant number of eligible voters in the state are unregistered to vote or are registered under an old address or name. Expanding AVR to Medicaid offices will close registration gaps, improve the security and accuracy of the voter file, and continue to protect non-citizens.

Equitable Workgroups
House Bill 2650
When legislative workgroups and task forces lack diverse voices, the process often creates policies and rules that don’t support – or worse, negatively affect – people across the state, particularly Black, Indigenous, Latine, and other Oregonians of color. We can ensure equitable policy outcomes by requiring task forces and workgroups to include the people who are most affected by these policies.

Ranked Choice Voting
HB 2004
Ranked Choice Voting (RCV) is a simple, fair, and easy way to upgrade our electoral systems. As the fastest growing nonpartisan voting reform in the nation, RCV increases voter participation, improves representation, and enhances our democratic process.

Fair Shot for All Platform
We’re proud to be a Fair Shot For All coalition partner. For nearly ten years, our coalition has worked in lockstep on a clear agenda that aligns with the values of Oregon voters.
